Minnesota Legislation

2009 is turning out to be a busy year in Minnesota for animal legislation. At this time there are three prospective new laws in the House and Senate. NSSDC opposes all three as we feel;

  • Tthere are adequate existing laws for animal welfare already in place.
  • That adding laws will not make more enforcement or make for more compliance. Indeed, by adding hobby breeders (and redefining what a hobby breeder is and adding litter limit laws) will cause many law abiding MN citizents to "go underground" with their breeding programs and to become lawbreakers.
  • Tthese bills are a violation of our Constitutional Rights to own animals. (We are not animal "guardians" we are animal owners. The term "guardian" is a legal term which will be restrictive to mushers in the future).
  • We are opposed to strangers, indeed anyone, coming to our homes, at their whim, for inspection. It is apparent that HSUS sympathetic people intend to be part of the funding and inspectiong process. We feel that there should be only unbiased and fully educated staff funded by taxpayer money and not private interest organizations.
  • We also oppose legislation being pushed through without thought as to where funding for the programs will come from, who will carry out the programs; will they be educated and unbiased, or will they be from the HSUS, who believes in the "One Generation and Out" policy?

. NSSDC feels education of our legislators is key to preventing unwanted and unneeded legislation.
